Catalyzes the transfer of sulfate to position 4 of non-reducing N-acetylgalactosamine(GalNAc) residues in both N-glycans and O-glycans. Participates in biosynthesis of glycoprotein hormones lutropin and thyrotropin, by mediating sulfation of their carbohydrate structures.
